Team Laguardia Construction Division is headed by Brigadier Muhammad Saeed Qadir (Retired). He had 30 years of distinguished carrier in Army Corps of Engineers. Experience includes 25 years of employment on civil engineering construction projects both inland as well as overseas. He did his bachelor of civil engineering from Military College of Engineering, Risalpur in 1987 and was assigned lectureship in same institution in 1989. He has the privilege to serve in Military Engineering Services for eight years and had the unique experience of managing utility services of Pakistan’s busiest Garrisons of Rawalpindi and Karachi. The Military Engineering Services assignments provided hands on opportunity in planning, contracting and execution of projects for construction of residential and non residential buildings.

He is one of the few officers who have served in Frontier Works Organization for almost ten years. The experience included employment on mega projects like Lyari Expressway, Right Bank Outfall Drain, Rato Dero - Gawader Highway and Makran Coastal Highway Project. His last assignment included setting up of an overseas cell of Frontier Works Organization and act as chief operating officer of a subsidiary of Frontier Works Organization. This gave the opportunity of doing due diligence process in engineering business development in all the Middle East and North African countries. The overall projects planned, contracted, monitored and executed during his service amount to over Rs 75 Billions (approx 1 Billion USD).
